What?

We worked with 30 public agencies from London Funders, Yorkshire Funders and the Scotland Funders’ Forum to explore how the eight Open and Trusting commitments could be implemented within their contexts.

Why?

We surveyed over 1,200 charities to understand what difference an open and trusting approach makes. They said it enables them to:

  • Be more responsive to their beneficiaries’ priorities
  • Be more agile in the light of changing needs
  • Focus more energy on mission and outcomes
  • Learn and share openly
  • Plan more effectively

Ultimately it means that we achieve more, help more people, and make more of an impact.

This approach is formed of eight commitments that were designed in partnership with charities and funders. They are deliberately flexible, so that funders can bring them to life no matter their context or constraints. We also keep in touch with charities and communities to keep up to date with what is most important in terms of their funding experience:

 

What?

The vision

Voluntary organisations need flexible funding to deliver better outcomes for residents and communities. So, we make and manage grants in a way that enables them to respond to changing needs.

In a context of limited resources and increasing need, we believe that working together towards shared goals, by making the most use of precious resources on all sides, will lead to greater impact.

Ultimately, our vision is that:

  • Grant processes feel easy, straightforward and trusting
  • Voluntary organisations are respected and trusted to know best how to deliver their missions
  • Voluntary organisations and funders approach impact as a shared endeavour
  • A culture of mutual understanding and respect becomes the norm

How we make grants matters – who we reach, how we judge applications, the kind of funding we give and the relationships we build. We hope that by working in this way, we create more equitable funding that enables communities to flourish and thrive.

Key terms

  • We use voluntary organisations to refer to all types of grant recipients who are working in and with communities – charities, CICs, social enterprises, unincorporated groups.

The Open and Trusting community for public agencies

We worked with 30 public agencies such as Councils and NHS organisations to develop the resources shared on this page, in partnership with London Funders, Yorkshire Funders and the Scotland Funders’ Forum. Those who are part of our community and continue to explore how to bring Open and Trusting to life in their organisations include:

  • The ARIA Fund
  • Calderdale Council: Calderdale Council’s co-produced VCSE Strategy, was approved by Cabinet in July 2024. The implementation plan commits to following the eight commitments of Open and Trusting Grant-making (see page 19).
  • London Borough of Camden: In Camden we recognise the crucial role of the voluntary and community sector in supporting our communities. We are proud of our longstanding funding relationship with the sector which includes the Community Partner Fund- 7 year unrestricted grants to organisations deeply embedded in Camden communities. We recognise the challenges faced by the sector, and that’s why we are pleased to be working with IVAR to further embed best practice in grant-making. Adopting these eight commitments demonstrates our support for the sector and our commitment to flexible and long-term funding which enables organisations to deliver better outcomes for residents.
  • London Borough of Waltham Forest
  • North Yorkshire Council: We are ‘investing in organisations’ through our foundational grants to Community Anchors to enable them to develop both their organisational capacity and to create space for them to develop their ideas for future services and for their long-term sustainability.
  • Short Breaks Fund Team, Shared Care Scotland
  • Southwark Council: We are testing our core Common Purpose grants programme to see how well it brings the commitments to life.
  • Thriving Communities Fund, Hounslow Council
