This report had two principal aims - To learn how to improve the effectiveness of governance in small voluntary and community organisations and to provide evidence for a national strategy on governance.

This Report concentrates on Aim One. Aim Two was partly addressed by the production of the ‘Small Talk’ report (bassac, 2003).
